Professor Stephen Gorard is Professor of Education and Policy at Durham University and Director of the Evidence Centre for Education (DECE). Professor Gorard has acted as non-political advisor to the Minister of Education in Wales, and to the Cabinet Member for Education, Birmingham City Council. He has provided oral and written evidence to every relevant House of Commons Select Committee since 2002, to the Scottish and Welsh Governments, the Scottish Parliament Education and Skills Committee, and to the European Union Directorate. He has also presented to all DfE staff in the Policy Week (in Sheffield and via video link), to around 50 MPs and Lords individually at Evidence Week in Parliament, and to governments worldwide (most recently at the Evidence in Education Forum, Jordan Ministry of Education).
Professor Gorard’s work is regularly used in Parliament (Hansard), by think tanks, unions and other organisations, Social Mobility Commission, and in court cases by Ofsted, the Schools Adjudication Officer, and the public. He has been advisor to the DfE Advisory Group for Holiday Activities and Food, the Child Poverty Commission, and Building Civic Partnership in Hartlepool.
He also gave the Caroline Benn Memorial Lecture in the House of Commons and organised the ESRC Festival of Social Science events for the public, as well as having presented at the Festival of Education, ResearchEd, party conferences, and at the EvoNorth, Schools North East, New Schools Network, Sunderland Secondary Head Teachers, and Lewisham Deputy and Assistant Heads, annual conferences. Thousands of schools in England cite his research on their websites, to explain how they are spending their Pupil Premium or catch-up funding. Professor Gorard’s work has also appeared regularly (average one story very fortnight) over 20 years in major newspaper, every major TV platform, and in the specialist press.
